BURRELL IVES HUMPHREYS 

Judge Humphreys was a Judge of the New Jersey Superior Court, Appellate Division. He was also Assignment Judge of Hudson County and Essex County, where he was responsible for the operation of all courts in those counties. Judge Humphreys was also Presiding Judge of Chancery in Passaic County.

He was specially designated by the Chief Justice of the New Jersey Supreme Court as the Affordable Housing Judge (Mt. Laurel) for Passaic County; Environmental Judge for Passaic County; and Wiretap Judge for Hudson and other Counties.

He was the Chair of a subcommittee of the Supreme Court Alternate Dispute Resolution Committee and Chair and member of numerous other Supreme Court Committees. He is presently Co-Chair with Assignment Judge Patricia Costello of the Committee to improve the functioning of the Newark Municipal Court and a Member of the Supreme Court Judicial Evaluation Commission.

Judge Humphreys served as a member of the Editorial Board of the New Jersey Law Journal. He is a lecturer and author on legal and judicial subjects, a Fellow of the American Bar Association, a member of Federal, New Jersey and County Bar Associations and a member of the Alternate Dispute Resolution Inn of Court.

He is presently a member of the Panel of Federal Court Arbitrators and Mediators by designation of the United States District Court for the District of New Jersey, a member of the Panel of Civil Arbitrators for the New Jersey Judicial Arbitration program, a Certified Mediator for the New Jersey Courts, and a member of the Panel of Distinguished Neutrals for the CPR Institute for Dispute Resolution.

Judge Humphreys is a graduate of Dickinson College and the University of Temple Law School. He was Editor-in-Chief of the Temple Law Review. He was a law clerk to Judge Richard Hartshorne, United States District Court; an associate at Carpenter, Bennett and Morrissey, Newark, NJ; and a name partner at Hoffman & Humphreys, Wayne, NJ.

Judge Humphreys was formerly a Deputy Attorney General for the State of New Jersey, the former Prosecutor of Passaic County, a Special Prosecutor appointed by the New Jersey Supreme Court to investigate and prosecute Obstruction of Justice and Contempt of Court cases against major corporations, and a former Special Counsel for the State of New Jersey to institute escheat actions.

Judge Humphreys has served as Receiver and Trustee and operated large companies by appointment of federal and state judges. He was a Chair of the New Jersey Organized Crime Policy Board, and Chair of the Creditor-Debtor Section of the New Jersey State Bar Association. He is a former member of the Board of Trustees of the New Jersey Institute for Continuing Legal Education and a lecturer on creditor-debtor law, and other subjects for the Institute.

Judge Humphreys was a participant in the World Peace through World Law program sponsored by the American Bar Association; and was a participant in the 1990 International Conference of Jurists and Lawyers in the former Union of Soviet Socialist Republics sponsored by former United States Secretaries of State.

He is an Adjunct Professor at Seton Hall Law School and has been an Adjunct Professor at Rutgers Law School.

Judge Humphreys joined Williams, Caliri, Miller & Otley, P.C. in 2007 as Counsel, where his areas of practice include mediation, arbitration, consultation in Appellate matters, complex case management, Special Master and corporate investigations. He is also Chair of the firm's Alternate Dispute Resolution Department.
